Both groups use transform="translate(200,200)" to sit at SVG centre. JS rotates gOuter by adding rotate(angle) BEFORE the translate. gInner never gets a rotate — it is always just translate(200,200). Because the gear path coordinates are centred at 0,0, rotate(angle) translate(200,200) rotates perfectly around 200,200. Outer teeth — JS will set transform="rotate(a) translate(200,200)"
